Rather than seeing Green as simply "Willpower", think of it as "The ability to overcome great fear." Rather than thinking of it as "You must have Willpower to power a Green Ring," ergo "You must have Fear to power a Yellow Ring," it should be considered "You must know said emotion." You need to understand it. In short I believe the rings operate in a similar way. having stated he has had some experience using yellow rings before. The ability to be truly terrifying makes the rings more powerful, which was a major deciding factor in the development of the Sinestro Corps. It seems as though the Yellow Rings operate by instilling fear and/or manipulating it. Sinestro replies to this saying, "You have no idea how to manipulate fear," though we can see how terrifying Jordan could be in Emerald Twilight. He states that because of Sinestro and Paralax he has learned to wield the power of fear, though another green lantern observes that it is to a limited degree. War Hal's ring runs empty so he grabs close to twenty yellow rings, using them to a limited degree. His recruits all were terrifying individuals able to cause great fear. In a sense, he used his power to instill fear in those around him. It began with Sinestro, who ruled his sector with an iron fist. His experiences with Parallax allow him some ability to use the rings, but when he faces Sinestro he gets smacked down hard because, as Sinestro puts it, "You are only capable of opening the ring and releasing its energy. For example, in the Sinestro Corps Wars, Hal has to resort to using about a dozen yellow rings (if the cover art is right) when his own green ring is nearly drained. Where's Geoff Johns when you need him? LOLīest I can tell, the rings work by choosing individuals that have the ability to access and control/manipulate the emotion associated with the color of that energy.
